What is the difference between a bill and a legislative proposal?

There are a lot of terms surrounding legislation so it can be hard to understand them all. A common question is this: What is the difference between a bill and a legislative proposal? To put it simply: 

  • A legislative proposal is an idea for a new law
  • A bill is formally introduced legislation
 

It's important to remember that a legislative proposal can be a bill. In fact, the majority of them are in the form of bills. 

Before a legislator introduces a bill, it is assigned to a committee. This committee will research, discuss, and formalize the bill. After that, the chamber votes on it.
