RE: Minutes of the Commission’s regular meeting of June 8, 2016
     A regular meeting of the Freedom of Information Commission was held on June 8, 2016, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:07 p.m. with the following Commissioners present:
     Commissioner Owen P. Eagan, presiding
     Commissioner Jay Shaw (participated via speakerphone)
     Commissioner Jonathan J. Einhorn
     Commissioner Christopher P. Hankins
     Commissioner Lenny T. Winkler
     Also present were staff members, Colleen M. Murphy, Victor R. Perpetua, Lisa F. Siegel, Kathleen K. Ross, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata, and Thomas A. Hennick.
     The Commissioners unanimously voted to approve the minutes of the Commission’s regular meeting of May 25, 2016.
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.

     Zackery Franklin participated via speakerphone. Attorney Nancy Canney appeared on behalf of the respondents. The Commissioners unanimously voted to approve the Hearing Officer’s Report. The proceedings were recorded digitally.

     The Commissioners unanimously voted to approve the Hearing Officer’s Report.

    The Commissioners unanimously voted to approve the Hearing Officer’s Report.

John Kaminski v. Commissioner, State of Connecticut, Department of Correction and State of Connecticut, Department of Correction
     John Kaminski participated via speakerphone. Attorney Nancy Canney appeared on behalf of the respondents. The Commissioners unanimously voted to table the Hearing Officer’s Report and remand the matter to staff for revisions in accordance with the commission’s discussion of the matter during today’s meeting.

     The Commissioners unanimously voted to approve the Hearing Officer’s Report.

     The Commissioners unanimously voted to approve the Hearing Officer’s Report.
Joseph Sweet v. President, State of Connecticut, University of Connecticut; and State of Connecticut, University of Connecticut
     The Commissioners unanimously voted to approve the Hearing Officer’s Report.

     Victor R. Perpetua reported on pending appeals.
     Colleen M. Murphy reported that as part of the separation of the FOIC from the Office of Governmental Accountability, no provisions were made for the FOIC to have access to any Human Resource, IT or payroll personnel. She informed commissioners that she was in discussion with the Department of Administrative Services about correcting that situation.
     Colleen M. Murphy reminded commissioners that the annual CCFOI luncheon will be held at the Pond House in Hartford on June 15 at noon.

     The meeting was adjourned at 2:32 p.m.
