     The above-captioned matter was scheduled to be heard as a contested case on February 3, 2016, at 11:00 a.m., at which time the respondents appeared with a witness and counsel; however, the complainant failed to appear. 
     The complainant contacted the Commission staff on February 3, 2016 at approximately 10:00 a.m. to inquire whether she could participate in the scheduled hearing telephonically.  After being informed that she must appear in person, the complainant stated that she was unsure whether she would appear at the hearing. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. The complaint is hereby dismissed for failure to prosecute.
