     A special meeting of the Freedom of Information Commission was held on February 11, 2014, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:14 p.m. with the following Commissioners present:
     Commissioner Owen P. Eagan, presiding
     Commissioner Matthew Streeter
     Commissioner Christopher P. Hankins
     Commissioner Michael C. Daly
     Commissioner Lenny T. Winkler
     Commissioner Ryan P. Barry
     Also present were staff members, Colleen M. Murphy, Mary E. Schwind, Clifton A. Leonhardt, Victor R. Perpetua, Tracie C. Brown, Lisa F. Siegel, Kathleen K. Ross, Gregory F. Daniels, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata, and Thomas A. Hennick.
     The Commissioners unanimously voted to approve the minutes of the Commission’s special meeting of January 30, 2014.
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.
Joshua Smith v. Commissioner, State of Connecticut, Department of Correction; and State of Connecticut, Department of Correction
     Joshua Smith participated via speakerphone. Attorney Nicole Anker appeared on behalf of the respondents. The Commissioners unanimously voted to adopt the Hearing Officer’s Report. The proceedings were recorded digitally.
Troy Artis v. Karl Lewis, Director of Offender Classification and Population Management, State of Connecticut, Department of Correction; and State of Connecticut, Department of Correction
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Peter Bowman v. Chief, Police Department, City of  Waterbury; and Police Department, City of Waterbury
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Emily Gianquinto v. Commissioner, State of Connecticut, Department of Economic and Community Development; and State of Connecticut, Department of Economic and Community Development
     Emily Gianquinto appeared on her own behalf. Assistant Attorney General Lorrie Lewis Adeyemi appeared on behalf of the respondents. The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Gale Courey Toensing v. Chairman, All Boards Chairs Committee, Regional School District #1; and All Boards Chairs Committee, Regional School District #1
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Nancy Chapman v. Board of Directors, Norwalk Economic Opportunity Now, Inc.; and Norwalk Economic Opportunity Now, Inc.
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Mary Beth Litrico v. President, Eighth Utilities District, Town of Manchester; and  Eighth Utilities District, Town of Manchester
     Attorney John D. LaBelle Jr.  appeared on behalf of the respondents. The Commissioners voted, 5-0, to adopt the Hearing Officer’s Report. Commissioner Barry recused himself from the matter.

     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
     The Commissioners unanimously voted to deny a motion to reconsider a Final Decision received February 6, 2014, filed by Frank Canace, Esq. in George Winter v. Commissioner, State of Connecticut, Department of Motor Vehicles; and State of Connecticut, Department of Motor Vehicles, Docket #FIC 2013-307. Attorney Frank Canace appeared to speak on behalf of his motion. Attorney Michele Givens appeared on behalf of the respondents in the matter.

     The Commissioners unanimously voted to add to the agenda discussion and possible action on the status of the appeal in Lynelle Jones, Office of the Tax Assessor, City of Norwalk; and City of Norwalk  Docket #FIC 2012-543. The Commissioners unanimously voted to accept a remand in the matter for the purpose of obtaining additional testimony from the respondent on the existence of the requested record.
