Hartford – The Connecticut Department of Public Health (DPH) today announced that Rosa M. Biaggi, the department’s Section Chief for HIV/AIDS and Chronic Diseases, was recently recognized by the U.S. Department of Health and Human Services for her service on the Presidential Advisory Council on HIV/AIDS from October 2002 to February 2007.

“Ms. Biaggi has provided exemplary service and leadership to our state and our country through her service on this prestigious Presidential Advisory Council, and through her work with the Department of Public Health,” stated DPH Commissioner J. Robert Galvin, M.D., M.P.H. “Rosa is a dedicated public servant who is making a difference in the fight against HIV/AIDS.”

In a February 28, 2007 ceremony in Washington, D.C., Ms. Biaggi was presented with a Certificate of Appreciation signed by U.S. Health and Human Secretary Michael O. Leavitt.

The Presidential Advisory Council on HIV/AIDS was established in 1995 and provides advice, information, and recommendations to the Secretary regarding programs and policies intended to promote effective prevention of HIV disease, and to advance research on HIV disease and AIDS. The Council may have up to 21 members, including the Chair. Members and the chair are selected by the Secretary from authorities with particular expertise in, or knowledge of, matters concerning HIV and AIDS.

Ms. Biaggi holds a Bachelor’s degree in Education from the University of Puerto Rico, as well as  a Master of Public Health from Southern Connecticut State University and a Master in Public Administration from the University of New Haven. Prior to coming to the Department of Public Health in 2001, Ms. Biaggi provided HIV/AIDS direct services for eight years in New Haven. The Connecticut Department of Public Health is the state’s leader in public health policy and advocacy with a mission to protect and promote the health and safety of the people of our state.
