A virtual public informational meeting for the project will be held on Tuesday, October 3 at 7 p.m.

The purpose of this meeting is to provide the community an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements. A Q&A session will immediately follow the presentation.

The purpose of the project is to replace Bridge No. 04976, a single span 46-foot-long structure that carries Honey Hill Road over the Norwalk River in the town of Wilton (Town). The bridge is located approximately 150 feet east of US Route 7 and approximately 65 feet west of an at-grade MNRR crossing. The bridge carries bi-directional traffic in an east-west direction over a 22’-0” roadway curb-to-curb width. The Norwalk River flows under the bridge from north to south.

The bridge was originally constructed in 1957 and compromises of prestressed concrete I beams with a concrete deck and bituminous concrete overlay, which is supported by concrete abutments with spread footings founded on soil. Flared wingwalls are present at all corners of the bridge. The bridge rail system consists of steel posts with a steel channel top rail and two cable guiderails that extend to the approaches. Honey Hill Road is classified as an Urban Local Road, and the Average Daily Traffic (ADT) is estimated to be 578 vehicles per day according to a traffic count taken in July 2022.

The purpose and need of the project are to address deficiencies in the bridge, identified by recent inspections. The bridge is currently posted for weight restrictions, scour critical and the bridge and approach rail systems do not meet current safety standards.

The proposed replacement structure is a steel beam bridge with a longer span length of 66’-0” that will maintain the existing 22’-0” curb to curb roadway width meeting FHWA and State standards. The superstructure will comprise of multiple steel beams with a concrete deck, membrane waterproofing system, and a 3-inch minimum bituminous concrete overlay. The substructure will consist of new concrete abutments founded on a pile foundation designed for scour. U shaped wingwalls are proposed at the SE and SW corners of the bridge, and flared shaped wingwalls are proposed at the NE and NW corners to retain embankment fills. The structure will permanently support the existing 16” diameter watermain along the south fascia. A crash tested 3-tube open bridge rail system is proposed to be mounted along the concrete curbs along both fasciae. Metal beam guiderail will be installed at the NW and SW approaches to the bridge. Impact attenuation systems are proposed at the NE and SE corners due to the proximity to the Metro North Railroad at grade crossing. The roadway will be reconstructed approximately 120 feet west of the bridge and 60 feet east of the bridge and the existing horizontal and vertical alignments will be maintained. In order to provide for improved aesthetics, concrete on the end blocks will be faced with stone masonry and the bridge rail system will be metalized to a color of town’s preference. Traffic will be detoured during construction through a short 3-mile detour route around the bridge.

There are right-of-way impacts associated with the proposed improvements. The proposed bridge replacement will require permanent takes (2 properties), slope easements (2 properties) and temporary construction impacts (4 properties).

Construction is anticipated to begin spring 2026 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $4.76 Million. This project is anticipated to be undertaken with 80% federal funds and 20% state funds.
