Development Engagement Process
The 2025 Fall Development Engagement Process submission is now closed to new submissions.
All DEP inquiries and questions should be directed to DOH-DevelEngage@ct.gov.

1. DOH publishes the Notice for the round (2-3 weeks in advance)
2. Eligible Developers must read through the Requirements and Instructions (R & I) in preparation to submit a Preliminary Application; submissions are made online through a portal that will be opened per the Notice and a link will be posted in the R & I
3. Questions before, during, and after the round should be only directed to DOH-DevelEngage@ct.gov for best results
4. DOH, in coordination with CHFA, reviews submissions, determines eligibility, and follow-up as projects received warrant to schedule meetings or decline incomplete and/or unsuitable Preliminary Applications; initial contact will be made 15-45 days from the submission period closing; not every submission will necessarily receive a request for a call or meeting, declined projects will include an explanation
5. Suitable submissions are discussed with the DOH Commissioner and Chief Executive Officer of CHFA, as necessary
6. Based on DOH’s review, projects are assigned a status (definitions are in the R & I):
a. Decline
b. Invite to Apply
c. Preliminary Stage
d. Continue Conversation
e. Closed
7. Results and next steps are communicated by DOH or CHFA staff in writing, depending on the type of assistance a project involves, which will outline a submission’s status and expectations required for its progress
Please also note that 9% LIHTC submissions are referred to CHFA and prospective applicants must follow all requirements for the next competitive application period.
