Application Status
The FY 2026 FEMA Nonprofit Security Grant Program (NSGP-S) program is open and accepting subapplications. The deadline for submission of all sub-applications to DEMHS in the EM Grants system is be July 12, 2026, by close of business.
Eligible nonprofit organizations are encouraged to review the Notice of Funding Opportunity (NOFO) and associated guidance materials to determine eligibility, program requirements, and application deadlines, located on our website. Reviewing the materials is highly recommended to allow sufficient time for planning and application preparation.
Applications must be submitted online via the DESPP/DEMHS online grants management system, DESPP EM Grants.
Application Overview
The Federal Nonprofit Security Grant Program (NSGP-S) application is announced annually by FEMA/DHS and provides funding to support security infrastructure and security improvements at eligible nonprofit organizations. The NSGP program is a competitive federal grant program. Eligible applicants must be 501(c) (3) organizations that are at heightened risk of being the target of a terrorist attack. - NSGP-S Investment Justification Form
The Investment Justification Form is a fillable PDF that will be made available as a Document Template in the DEMHS Electronic Grants Management System application. Please contact DEMHS.NSGP-S@ct.gov if you have issues accessing the form. You must download, rename, save, and reopen on your computer in Adobe PDF, complete, and attach in EM Grants system to ensure a completed application is on file. A security self-assessment checklist is linked within the DEMHS Electronic Grants Management System application. Once submitted online, results will automatically be collected. If you have issues accessing the survey, reach out to DEMHS.NSGP-S@ct.gov. A completed survey must be on file in order to be considered for award
- Organization's Mission Statement
A copy of your organization's mission statement on letterhead, uploaded to the Grants Management System when prompted.
- Vulnerability Assessment
A written vulnerability assessment conducted within the past three years This can be conducted by local law enforcement, a security contractor, or by completing the .
All applicants will be evaluated and sent to FEMA . FEMA will determine which organizations will receive funding.
