Program Overview & Eligibility:

FMA is a targeted program focused exclusively on reducing flood risk. Because of this, funding is strictly tied to National Flood Insurance Program (NFIP) compliance. To be eligible to apply, a municipality must be actively participating in the NFIP and in good standing (not withdrawn, on probation, or suspended). The FY24 FMA program funds three specific categories of activities: capability and capacity building activities, localized flood risk reduction projects, and individual flood mitigation projects.

Attached, please find the updated DEMHS FMA Fact Sheet, the state submission deadline, and instructions for utilizing the FEMA GO portal. We encourage you to share this information with all relevant partners.

Federal Program Priorities:

Based on the amended FY24 evaluation criteria, FEMA will prioritize the following:

  • Projects that mitigate Severe Repetitive Loss (SRL) and Repetitive Loss (RL) properties. FEMA offers up to 100% federal cost share funding for FMA-defined SRL properties and up to 90% federal cost share funding for FMA-defined RL properties.
  • Localized flood risk reduction projects where the applicant has at least $1 million in NFIP flood insurance claims with payment in the twelve months prior to the close of the application period.
  • Individual flood mitigation projects that mitigate structures determined to be Substantially Damaged by the community within 5 years of the application submission deadline.
  • Localized flood risk reduction projects that maximize the number of active NFIP policies verified within the benefiting area of the project.
  • Subapplicants that are participating communities in the Community Rating System (CRS).

Application Deadlines & Submission:

All subapplications must be submitted to the State via the FEMA GO system no later than July 17, 2026. Paper or emailed applications will not be accepted. Please note: All subapplicants must have a FEMA-approved local or tribal hazard mitigation plan in place by the application deadline and at the time of obligation of grant funds, and be active NFIP participants, to be eligible for project funding.

DEMHS will host weekly office hours via Microsoft Teams for application assistance. Sessions will be held every Monday from 11:00 a.m. to 12:00 p.m., beginning May 18 and concluding July 27. Click here to join.
