The Commissioner of the Department of Energy and Environmental Protection (DEEP) hereby gives notice of a public hearing concerning Application No. 202207376 submitted by Central Connecticut Resource Recovery, LLC for a modification to the Permit No. 13101334-PCO, to expand a solid waste volume reduction plant in Southington.

Type of Permits/Activity: Modification to solid waste Permit No. 13101334-PCO, to increase the building size to 48,994 square feet; installation of new equipment including a baler with wrapping and/or bagging ability and a sorting line; the addition of a loading dock and additional enclosed space around the north and east sides of the material load-out area; increase the amount of waste processed from 545 tons/day (TPD) to 1,020 TPD; and to increase the storage volume of solid waste from 11,470 cubic yards to 23,950 cubic yards.

NOTICE OF HEARING

DEEP will hold a hearing to receive public comments on the application on June 5, 2024, at 6:00 PM via Zoom, an electronic meeting platform. The hearing to receive public comments will consist of informational presentations by the parties and collection of public comment. Written comments will be accepted at the public hearing and until the close of business on June 12, 2024. Written comments may be submitted by email to Deep.Adjudications@ct.gov or by mail at the Office of Adjudications, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, Connecticut 06106. 

This matter will continue with an evidentiary hearing, for the presentation of testimony and documentary evidence by the parties to this matter, on June 17, 2024, at 9:00 AM, via Zoom. A site visit will be held on May 14, 2024, at 3:30 PM and interested persons should arrive at 65 Triano Drive, Southington, CT 06489, no later than 3:30 PM. Safety Vests, Hardhats, and Safety Glasses will be provided by the Applicant; however, if those attending have their own PPE, please bring that PPE to the visit so that we are ensured to have enough PPE to satisfy all needs. Site visits are an opportunity for the hearing officer to observe the general characteristics of a site to provide visual references that may be useful in understanding the testimony and exhibits to be presented. While the site visit is a public meeting, it is not an opportunity for public comments or questions.
