Notice of Tentative Determination to Approve Permit to Construct and Operate a Solid Waste Volume Reduction Plant

The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a‑208a of the Connecticut General Statutes.

The Facility consists of a 110’ x 200’ building (22,000 square feet) with three (3) separate indoor tipping areas designed to receive and process putrescible Municipal Solid Waste (“MSW”), non-putrescible MSW including Oversized MSW (“OMSW”), Construction and Demolition Waste (“C&D Waste”) and Recyclable Items; an outdoor storage area for various recyclables, processed and unprocessed Clean Wood and Regulated wood fuel; a site access gate; access road; scale; baler; various sized roll-off containers (indoor/outdoor) storage areas dedicated for the storage and staging of containers; and fire suppression equipment.

Central Connecticut Resource Recovery, LLC applied to modify activities authorized under Permit No. 13101334-PCO on June 29, 2022. Authorization is being sought to: increase the amount of waste processed from 545 tons/day (TPD) to 1,020 TPD; to increase the storage volume of solid waste from 11,470 cubic yards to 23,950 cubic yards; and to construct the following Facility improvements for operations as follows:               

  1. Increase the building footprint from 22,000 square feet to 48,994 square feet to accommodate new equipment, an electrical/mechanical area and offices within the building, the addition of a loading dock and additional enclosed space around the north and east sides of the material load-out area.
  2. Installation of new equipment to include: a new baler with wrapping and/or bagging ability and a sorting line (Feeder, Trommel, Sorter, residual conveyor) to process C&D Waste and/or non-putrescible MSW including OMSW.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.  Written comments on the application should be directed to Olimpia Brucato, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Olimpia.Brucato@ct.gov no later than thirty (30) days from the publication date of this notice.

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons.  Petitions should include the application number noted above and also identify a contact person to receive notifications.
