DEEP Issues Request for Proposals for Concession Operation and Management Services at Bantam Lake State Boat Launch and Marina
The Services Sought Through This RFP Reflect DEEP’s Continued Commitment to Providing Access to Bantam Lake for Recreational Uses
(HARTFORD) — The Connecticut Department of Energy and Environmental Protection (DEEP) has issued a Request for Proposals (RFP) for concession operation/management services at the Bantam Lake State Boat Launch and Marina for recreational uses that include boating, fishing, boat launching and retrieval, and car-top/trailer parking. The concessionaire also will be responsible for managing the approximately sixty-slip, on-site marina.
DEEP anticipates a five-year contract term during which the concessionaire will be responsible for all aspects of the concession operation. The concessionaire will provide all personnel, equipment, and supplies needed to operate the concession and maintain the marina and boat launch, keep complete records of the concession operation, prepare and maintain all facilities, keep the concession area clean, and remove all trash and recyclable materials from the premises.
Free boat launching and public access will continue to be offered to the public at the Bantam Lake State Boat Launch as it is at all DEEP boat launches. This RFP also provides an opportunity to operate the existing marina at this site, which will provide the public with opportunities to rent a slip, providing convenient access to the lake.
This request for proposals is part of a broader Partnerships in Parks initiative that is considering concessions, rentals, performances, stewardship programs, and other partnerships that can elevate outdoor recreation experiences for all visitors, increase equitable access to the outdoors, and expand tourism destinations in Connecticut State Parks. Businesses and organizations interested in partnership opportunities with Connecticut State Parks are encouraged to submit ideas through an open Request for Information (RFI).
“Bantam Lake is Connecticut’s largest natural lake and is widely known for its boating, fishing, and year-round recreation,” said DEEP Commissioner Katie Dykes. “Through this RFP, DEEP aims to continue the existing marina and boat launch services that provide safe and convenient access to Bantam Lake, while furthering its commitment to provide enhanced outdoor recreational opportunities in our State Parks and Forests.”
The RFP is available on the CTsource Bid Board as solicitation number DEEP-2026-017-MM, and proposals are due June 18, 2026. A Letter of Intent (LOI) will be required from all potential proposers before the site visit/conference, which will be held on May 29, 2026, to address questions from potential proposers.
