DEEP Announces Launch of Laptop ConneCT Program
This initiative, in partnership with public libraries, will lend laptops to eligible residents for long-term use.
(HARTFORD, CT) — More Connecticut residents will soon have greater access to technology thanks to an innovative new program from the CT Department of Energy and Environmental Protection (DEEP).
Today, DEEP announced the launch of Laptop ConneCT. This program, in partnership with the Connecticut State Library, will put laptops and related accessories in the hands of the state residents who need them most. After two introductory webinars, over 100 principal public libraries have already signed up to participate in this long-term lending system, and DEEP is continuing to accept applications from libraries. The program aims to expand digital opportunity and connect more people to education, employment, healthcare, and essential resources.
“A laptop can be a lifeline. From accessing a child’s school portal to managing a job search, access to technology is a core need in daily life,” said Emma Cimino, Acting Commissioner of DEEP. “This program will have a significant impact on many Connecticut residents, and it furthers DEEP’s efforts to ensure all Connecticut residents have access to technology to fully participate in their communities.”
“Laptop ConneCT is an exciting opportunity to further close the digital divide in our state,” said Andy Frank, Deputy Commissioner of Energy and Technology at DEEP. “Many individuals and families will benefit from receiving a laptop that will serve as a tool for homework help, accessing healthcare, and so much more.”
Residents are eligible to receive a laptop if they:
- Are at least 18 years old
- Have a valid library card with a participating library
- Participate in one of the following assistance programs:
- Supplemental Nutrition Assistance Program (SNAP)
- Connecticut Energy Assistance Program (CEAP)
- Low-Income Home Energy Assistance Program (LIHEAP)
- Medicare
- HUSKY Health (Medicaid/The Children’s Health Insurance Program)
The program is distributing Dell Pro 16 computers with a Windows operating system.
“For decades, public libraries have played a critical role in strengthening the digital equity ecosystem by providing free computer access and support,” said Dawn La Valle, Director of the CT State Library Division of Library Development. “The State Library’s recent Regional Digital Navigator Project amplified libraries’ role, disseminating devices and teaching clients the skills to use them and to meaningfully engage in today’s increasingly digital world. With Laptop ConneCT, Connecticut continues to expand device distribution and internet access for residents through their trusted public library.”
About Laptop ConneCT
Laptop ConneCT is administered by CT DEEP and the Connecticut State Library. The program is funded by the 2021 American Rescue Plan Act (ARPA) Coronavirus Capital Projects Fund. It is approximately a $7 million initiative that loans laptops and related accessories to eligible Connecticut residents through public libraries.
