DEEP Seeks Program Operator for Weatherization Barriers Remediation Program
Program Will Address Hazards Such as Mold and Asbestos, Which Impede Weatherization and Lowering of Household Energy Costs
(HARTFORD)—The Connecticut Department of Energy and Environmental Protection (DEEP)has issued a request for proposals seeking a program operator(s) to administer the state’s Weatherization Barriers Remediation Program, the purpose of which is to address health and safety hazards that prevent the completion of residential weatherization and energy efficiency measures.
For many Connecticut households, weatherization is the key to maintaining comfortable living conditions while keeping energy bills low; however, too many households across the state are prevented from weatherizing their homes due to health and safety hazards such as mold and asbestos.
Energy efficiency intervention coupled with health and safety barrier remediation not only provides a path to lower household energy costs and energy burden but can also generate non-energy benefits that improve physical and social determinants of health, population health, and social equity.
To address this issue, DEEP is seeking a qualified program operator(s) to administer our new Weatherization Barriers Mitigation Program. The program operator(s) will play an important role in connecting low-income families to mitigation services that will improve the health and safety of their homes and weatherization programs that make their homes more comfortable and their energy bills more affordable.
“For too long, many residents have been unable to properly weatherize their homes and realize the benefits of participation in the state’s energy efficiency programs, due to health and safety barriers,” DEEP Commissioner Katie Dykes said. “DEEP’s Bureau of Energy and Technology Policy has been hard at work laying the groundwork to establish this program, and we’re beyond excited to be at this step in the process, ready to identify the right entity/entities to administer the program, and start removing these barriers to participation.”

The deadline for potential bidders to submit written questions about the RFP to the official contact is December 1, 2021, by 4 p.m. The deadline for proposal submissions is January 4, 2022, by 4 p.m.
Following successful execution of a contract with DEEP, the Program Operator(s) chosen through this RFP will begin work in early 2022 to establish the program. The program will begin accepting applications April 1, 2022, for a nine-month active program during 2022 and 12-month programs thereafter in 2023-2024.
