Emergency Burn Ban In Effect 10/26/24 - An emergency burn ban is now in effect for all Connecticut State Parks, Forests, and Wildlife Management areas, prohibiting the use of all outdoor grills, firepits, and campfires, and the kindling and use of flame outdoors. DEEP and local agencies are working to contain several active fires across the state. Please avoid all affected State Parks and Forests, as well as the blue-blazed Mattabesett Trail. The Enduro Trail in Voluntown and portions of North Stonington within the Pachaug State Forest are closed at this time. Area Source Boiler Rule Online Training Modules

Welcome to the Connecticut Department of Energy and Environmental Protection's (DEEP) training page for EPA's Area Source Boiler Rule (40 CFR 63, subpart JJJJJJ). If you operate a boiler in Connecticut at a commercial, industrial or institutional facility, there is a good chance that your boiler is subject to this rule. The rule was designed to control emissions of hazardous air pollutants (HAPs) from boilers located throughout the country. EPA estimates that the rule will apply to more than 183,000 boilers used to generate heat in the United States. Although emissions from individual boilers subject to the rule may be small, the totality of emissions from these boilers is significant. Air pollution from boilers includes particulate matter, carbon monoxide, hydrochloric acid, mercury, and trace amounts of other heavy metals. Health effects from these pollutants include a range of respiratory issues, especially asthma among children and seniors. Therefore, complying with this rule is essential to protecting both the community's health and the environment.

To help you comply with the rule, DEEP has created a series of online training modules which will assist you in determining whether your boiler(s) is subject to the rule and, if so, which requirements apply to your specific boiler(s). The training modules describe the emission limits, monitoring requirements, recordkeeping requirements, and reporting requirements applicable to your boiler(s). Training Program Instructions

When accessing the online training, please visit the Introduction module first. This module will give you background information about the rule and will help you determine if your boiler(s) is subject to the rule and what category of boiler you own and/or operate. At the end of the Introduction module, you will have the opportunity to select the appropriate follow-up module, which will inform you of your specific requirements under this rule. The training modules do not include any reference to coal-fired boilers because Connecticut does not have any area source coal-fired boilers.

The training modules are presented as PowerPoint presentations with narration. Modules are self-paced and individuals can access them at their convenience. The training modules and printable versions of the module slides and audio scripts are available through the links below each module's description.
