Deputy Commissioner Andy Frank
Andy Frank is the Deputy Commissioner of Energy & Technology Policy at the Connecticut Department of Energy and Environmental Protection (DEEP). He was appointed to this position in February 2025. As Deputy Commissioner, Andy provides leadership across five offices within the Bureau of Energy and Technology Policy (BETP) - Affordable Housing and Energy Retrofits, Building and Transportation Decarbonization, Energy Supply and Infrastructure, Regional and Federal Energy Policy, and Telecommunications and Broadband. Prior to DEEP, Andy founded and built Sealed, an energy efficiency company that provides software, financing, and services for homeowners and contractors. Prior to Sealed, Andy led business development for Efficiency 2.0, an energy efficiency software company that helped homes and businesses save energy and carbon through information and rewards. And prior to Efficiency 2.0, Andy served as an Analyst at GreenOrder, a management consulting firm helping corporations develop and execute profitable sustainability strategies. Andy is a graduate of Harvard College.
