Restaurant – Full Liquor

Restaurant – Beer & Wine

· A business that is open to the public for the service of hot, full course meals

· There can be no sleeping accommodations

· Full Liquor allows beer, cider, wine and spirits

· Beer & Wine allows beer, cider, and wine only (no spirits)

· May act as a mobile caterer

· 400 square feet of dining space

· Seating for 20 patrons

· Menu showing full hot meals

· Sanitary kitchen

· Adequate cooking and wait staff

· At least two restrooms (hardship waiver available)

Café – Bar – Full Liquor

Café – Bar – Beer & Wine

· A business that is open to the public for beverages where food and beverages are available.

· There can be no sleeping accommodations

· Full permit allows beer, cider, wine, and spirits

· Beer & Wine allows beer, cider, and wine only (no spirits)

· Demonstrate food availability: either made on premise, prepackaged, or through take out menus for places that will deliver

· At least two restrooms (hardship waiver available)

Festival

· Allows multiple Connecticut beer, wine, and spirit manufacturers to do tastings and sell their products at one large event

· Requires a detailed sketch of the event (indoors or outdoors)

· Requires a narrative letter describing the event and how IDs will be checked

Outdoor Open Air

·Allows retail sale of beer, cider, wine and spirits for consumption in a lot, yard, green or other outdoor open space

·Six month seasonal option or non-renewable annual option.

· Permitted area not more than one acre

· Temporary fence or wall encloses area

· Restrooms or portable toilets are available or nearby

· Food is available all times alcohol is served

Hotel Liquor

· Allows the service of beer, cider, wine, and spirits in all parts of a hotel property

· Guests may take a bottle of wine to room with a meal

· Must provide layout and number of guest rooms

· Demonstrate food is available at all times alcoholic liquor is served

· Sanitary kitchen

Club

· For clubs and fraternal organizations that has members and by-laws

· Allows beer, cider, wine, and spirits to be sold to members and their guests

· Submit documentation showing registered for business with state of Connecticut

· Been in existence for three years or part of a national association for one year

Club – Non-profit 501(c)

· For clubs and fraternal organizations that has members and by-laws

· Allows beer, cider, wine, and spirits to be sold to members and their guests

· Allows alcohol sales and room rentals to members of public, provided profits from those activities supports nonprofit mission and receipts do not exceed 15% of the club’s gross receipts

· Submit documentation demonstrating that the business has federal nonprofit status and is exempt from federal taxes; must be registered as a bonafide non profit organization with Connecticut

Restaurant Caterer – Traditional Venue

· Allows service of beer, cider, wine and spirits during functions, occasions or events held in the establishment

· May only sell to persons invited to event and during event hours

· May be open to public for events up to 16 times per year

· No sleeping accommodations

· Menu of full catering options

· Sanitary kitchen

· One or more ballrooms, reception rooms, dining rooms, banquet halls or similar places for functions

· Sample contract

· Adequate cooking and wait staff

Restaurant caterer –

Qualified managed residential community

A for profit or non for profit facility with private units providing managed group living for 55+

Provides daily meals to residents, their guests and employees

Allows daily service at meals

Has kitchen, dining room, and facility to provide hot meals

Café - Airport

· Allows beer, cider, wine, and spirits in an airport terminal

· Must demonstrate this is for an entire terminal

· Demonstrate food availability (see Café-Bar above for more information)

· NOTE: not for a separate business that happens to be operating in an airport; this permit is for the airport itself

Café – Bowling Alley

· Allows beer, cider, wine, and spirits in a bowling alley of ten or more lanes or a commercial racquetball or tennis facility with fire or more courts

· Sketch showing bowling lanes or racquet courts

· Demonstrate food availability (see Café-Bar above for more information)

Café – Golf Country Club

· Allows beer, cider, wine, and spirits to members and their guests at a golf country club

· Must have at least 20 members and be in existence for at least one year

· 18 hole golf course with a length of at least 5,500 yards

· Club house with locker rooms, dining room, and lounge

· Demonstrate food availability (see Café-Bar above for more information)

· NOTE: not for a restaurant operating on a golf course that is not affiliated or owned by the country club; this permit is for the country club itself

Café – Tobacco Bar

· Allows beer, cider, wine and spirits in an existing tobacco shop

· Must show business established before December 31, 2022

· Must demonstrate certain sales figures

· Air filtration requirements

Café – Racing & Jai alai

· Allows beer, cider, wine and spirits on land and in buildings where racing or jai alai exhibitions with pari-mutuel betting is done

· Sketch of buildings and race tracks

Café – Railroad

· Allow the sale and public consumption of beer, cider, wine and spirits in any club, parlor, dining, buffet or lounge car of a passenger train operated in this state

· Demonstrate railroad authority approval

· Demonstrate food availability (see Café-Bar above for more information)

Café – Special Sporting

· Allow the sale and public consumption of beer, cider, wine and spirits in any facility designed, constructed and used for corporate and private parties, sporting events, concerts, exhibitions, trade shows, entertainment presentations, conventions, banquets, meetings, dances, fund-raising events and similar functions

· Must be located on a tract of land of not less than twenty acres containing an enclosed roofed pavilion constructed to seat not less than two hundred fifty people

· May only sell to persons invited to event and during event hours

· Menu showing full hot meals

· Sanitary kitchen

· Adequate cooking and wait staff

Café – University

· Allow the sale and public consumption of beer, cider, wine and spirits in any land or buildings controlled by an institution of higher learning

· Accreditation by the Board of Regents for Higher Education

· Demonstrate food availability (see Café-Bar above for more information)

Casino

· Allows sale of beer, cider, wine, and spirits in the premises of a casino, which is a gaming facility as recognized by Indian Gaming Regulatory Act and all other facilities, like restaurant, hotels, nightclubs, bingo halls and convention centers

· Federal and state gaming approval

· Detailed sketch and layout of all places where alcohol will be sold and allowed

Coliseum

· Allows sale of beer, cider, wine, and spirits in the premises in a coliseum during events

· Must seat not less than 2,000 people and space used for sporting events, concerts, exhibition, trade shows, entertainment presentations or other functions

· Includes structures like a soccer stadium or minor league baseball stadium that seats not less than four thousand people

· Detailed sketch and layout of all places where alcohol will be sold and allowed

Concession

· Allows the sale and consumption of beer or wine or canned beverages containing spirits on the premises of any fair grounds, ball park, amusement park, indoor-outdoor amphitheater, outdoor amphitheater contiguous to and under the same ownership as an amusement park, public golf course (not less than 9 holes and length of at least 2750 yards) or sports arena

· Detailed sketch and layout of all places where alcohol will be sold and allowed

Military

· Allows sale of beer, cider, wine, and spirits

· Must be in a camp or military installation used and controlled by the Connecticut National Guard or the state guard

Theater – Nonprofit

· Allows sale of beer, cider, wine, and spirits in a theater during a performance plus 12 other days per year for fundraising

· Example of performing arts offerings

· Submit documentation demonstrating that business is a 501(c)(3) club

Public Museum - Nonprofit

· Allows any public museum organized for nonprofit, charitable, literary and educational purposes to sell beer, wine, cider and spirits on any day the museum is open to the public

· All proceeds must benefit the public museum

· Submit documentation demonstrating the public museum is organized for nonprofit, charitable, literary and educational purposes
