For consumers:

The Bottle Bill is regulated by the Department of Energy and Environmental Protection. A store is required to take bottles and cans back (provided they are clean), even if the product was not initially purchased at that particular store, if the store sells that particular product.  A store does not have to accept the return of a bottle or can if that product is not sold as part of its stock.

For businesses:

The collection of bottle deposits is regulated by the Department of Revenue Services.  If you sell certain containers, you must collect and transmit the deposits and submit reports.  For additional information, please see DRS Bottle Deposit Initiators.
