Cross-Agency Information Sharing Final Report

Section 13 of Public Act 23-137 requires the Office of Policy and Management (OPM), in consultation with the Connecticut Department of Administrative Services and other state agencies, to “create a plan to develop a secure online portal to facilitate sharing of basic critical information across agencies in order to ensure efficient and safe delivery of services.” Though not specifically called out in Section 13, Public Act 23-137 broadly focuses on individuals with intellectual and developmental disabilities.
OPM contracted with Asemio, LLC for development of the report. Asemio reviewed the feasibility of using current online portals already utilized by state agencies and conducted a national review of select cross-agency data sharing initiatives in order to provide the State of Connecticut with insights and best practices for consideration in development of a secure online portal. Asemio also engaged representatives from named Connecticut state agencies to discuss their data-sharing goals and insights on how cross-agency data could improve service delivery to ensure the report’s recommendations were informed by an agency-driven perspective and needs.
Asemio recommends implementation of a process for agencies to share data rather than development of a portal per se. While the report recommends against development of a secure online portal as defined in the Act for utility and cost-effectiveness purposes, OPM continues to support the benefit of safe, ethical and secure data-sharing amongst state agencies to improve service delivery and develop evidence-based policy and looks forward to working with the Connecticut General Assembly on supportive policies to enable secure cross-agency data sharing and integration while maintaining privacy and security for all Connecticut residents.
