Statewide Parcel and CAMA

Connecticut's Regional Councils of Government (COGs) collect digital parcel files and standardized property assessment data (CAMA) from each of their member municipalities by May 1st annually, pursuant to Section 7-100l of the Connecticut General Statutes. Through the voluntary cooperation of the COGs, OPM obtains copies of these datasets and makes them available for public download in several formats.

OPM does not modify any of the parcel data files received from the COGs and only integrates the data into a statewide and standardized format. The spatial accuracy and completeness of the data can vary by COG and by municipality.

2024-2026 GIS Office's Parcel and CAMA Improvement Grants

In 2024, OPM allocated $2 million in American Rescue Plan Act (ARPA) funding to support Connecticut’s Councils of Governments (COGs) in addressing parcel and CAMA data issues within their member municipalities.

GIS Parcel Data Creation Guidance and Specifications

A technical document developed by the GIS Advisory Council’s Parcel Data Creation Working Group in collaboration with the Connecticut GIS Office. It provides a consistent framework and quality standard for creating, maintaining, and updating parcel GIS data, ensuring uniformity and interoperability across the state.

Submittal Process - Important Notes for Municipalities

In accordance with CGS Sec. 7-100l(b), municipalities are required to respond to submit data to their respective COGs by using the platform provided by OPM.

Submissions should include:

1. A file for digital parcels.
2. A file for a standardized OPM 7-100l (CAMA) report.

Submitters must respond to the metadata and file submission survey with the following information:

  • Assessor's Point of Contact (Name and Email)
  • Join Field for CAMA (CAMA column/field name containing unique identifier to join to Parcel Layer)
  • CAMA Data Capture Date
  • Does your town suppress sensitive data (are there any records in your submitted currently CAMA suppressed)?
  • Does your CAMA report includes the required suppression field (indicating that a record must be/is suppressed)?
  • CAMA Vendor (Company and Point of Contact)
  • Parcel Editor/Manager Point of Contact (Company, Name and Email)
  • Date of Last Parcel Edits
  • Join Field for Parcels (Parcel Layer column/field name containing unique identifier to join to CAMA data)

Submission Portal

Municipal staff should coordinate with their designated liaison at the appropriate Council of Governments (COG), as well as with other relevant personnel (such as GIS, other departmental staff, and vendors) to ensure that all required files and their components are submitted accurately. In particular, municipalities should take note of the metadata information required at the time of submission.

Individuals designated to submit data directly through OPM's platform must have an account with the appropriate permissions to access the submission forms. Municipalities wishing to designate a new direct submitter may complete this survey to request new credentials or to enable access using an existing ArcGIS account. Login credentials will be provided by the municipality’s COG representative.

OPM 7-100l (CAMA) Report

Municipalities must provide a standardized OPM 7-100l (CAMA) report as prescribed by the Office of Policy and Management (OPM).

Please refer to the schema resources for the required fields, all of which must be fully populated. OPM must be notified if a municipality does not maintain certain information specified in the schema and is therefore not expected to complete those fields. Municipalities are encouraged to coordinate across departments to ensure that all requested information is complete and submitted accurately.

The report is titled "OPM 7-100L" in most CAMA systems but may go by a different name depending on how the vendor has it configured. Vendor-specific instructions for running the report are available. Tax assessors should contact their CAMA vendors for additional assistance running the report, if needed.

Compliance with CGS Sec. 1-217 regarding the non-disclosure of residential addresses of certain individuals should be ensured before the report is run. Any non-disclosed resident (Suppressed) should be "Current Owner " and Mailing Address should be the property or parcel location address.

The CAMA report must be submitted as a .CSV file. No other file format will be accepted. 

Digital Parcel File

Please provide the following information for this year's (2026) Digital Parcel Collection:

  • Parcel ID: Unique Identification for parcels.
  • Town Name: The town the property resides in.
  • Editor: Name or identifier of the person responsible for editing the data.
  • Edit Date: Date when the data was last edited or updated.
  • Edit Method: This may include a domain for DIGITIZED, COGO, PARTIAL COGO, OTHER.
  • Edit Type: May include a domain for SPLIT, MERGE, LOT LINE REVISION, ATTRIBUTE UPDATE, etc.
  • Source Type: The type of source data used to draw the parcel- SURVEY, TAXMAP, 
    DEED, DWG, ASSRNOTES, etc.
  • Source Name: Name of the source, for example TC1234 (Town Clerk map 1234), BK8PG567 (deed, book 8, page 567), OAK ST SUBDIVISION MAP (the actual name of the map if it does not have a town clerk designation), MainSt_Drawing.dwg (for a CAD file).
  • Source Date: Date of the source.
  • Editor Comment: Comments or notes regarding the changes made to the data.
  • Location: Geographical location of the parcel, providing an address.
  • Parcel Type: Categorization for parcel description with the following domain: 
    • Std_Parcel: Standard parcel representing a single, fee-simple land ownership.
    • Condo_Main: Parent parcel for a complex. This represents the overall property footprint or common land associated with the condominium units or mobile homes and typically holds shared ownership or HOA-related attributes.
    • Condo_Unit: An individual condominium unit (or mobile home) within a Condo_Main parcel. Each unit is a separately owned legal entity, often with associated tax and ownership records
    • ROW: Right-of-Way parcel used to represent land reserved or dedicated for public or private transportation, utility corridors, or access easements (e.g., roads, railways)
    • Water: Parcel classified as primarily water-covered area, such as lakes, rivers, reservoirs, or coastal waters.
    • FLAG: Flagged parcel used to indicate placeholders, or parcels requiring further review or verification. 
  • Join (or Link to CAMA): Parcel Column/Field that contains the unique identifier (ID) that connects the parcel layer to CAMA data.
  • Object ID: (default field) unique identifier for each feature.
  • Shape Area: (default field) The area covered by the parcel’s geographical shape.
  • Shape Length: (default field) the perimeter or length of a town’s geographical shape.

Please ensure that the above information is accurate and comprehensive. We have provided a File Geodatabase for you to append to. If you are not able to use the File Geodatabase, we have also provided a CSV to complete the data crosswalk. This crosswalk will allow for the reconciliation of different data schemas for aggregation. This data is essential for mapping, assessment, and analysis purposes, and will contribute to a thorough understanding of your town within Connecticut. Complying with this request helps us produce a complete and timely state parcel dataset for the year.

Reporting

Pursuant to CGS Sec. 7-100l(c), Councils of Governments must submit a report by July 1 annually that lists each town that (1) has failed to provide its digital parcel file, and (2) does not possess a digital parcel file. A copy of the report must be sent to the Secretary of OPM and to the Planning and Development Committee of the General Assembly.
