*Please note no form or application is required in order to speak during the public comment portion of the public hearing, if one is held. However, persons who wish to become a party or intervenor must submit a request with the Council.  Parties and intervenors present their case during the evidentiary portion of the public hearing, if one is held, or on the papers, if one is not held, and are not permitted to speak during the public comment session of a public hearing or submit written limited appearance statements.
