CONNDOT Wireless Facilities Program
The Connecticut Department of Transportation (ConnDOT) recently announced that it has initiated a Wireless Communications Facilities Program to allow Wireless Communications Providers or Wireless Communications Tower builders (Applicants) to build, operate and maintain monopole antenna towers within ConnDOT owned right of way. ConnDOT announced that they have established this program in cooperation with the Federal Highway Administration (FHWA) to improve communications for the traveling public and emergency response teams, provide alternatives to locating towers within communities and residential neighborhoods, and to generate revenue for the transportation system.
The press release associated with ConnDOT's announcement of this new program includes the following text: "This program envisions any interested Applicant to enter into a Master License Agreement (MLA) in order to be eligible to install, operate and maintain a monopole antenna tower at sites that will be conceptually approved on a case by case basis. If ConnDOT conceptually approves an individual site, the Applicant must make formal concurrent application to the Connecticut Siting Council and ConnDOT for Wireless Communications Facility approval. Upon the Applicant's receipt of site approval by the Connecticut Siting Council, an Individual Site Agreement (ISA) will be signed by the applicant and ConnDOT. ConnDOT desires to accommodate other Wireless Communications Providers (Co-locators) as well as ConnDOT's Wireless Communications System (where applicable) at these sites, thereby reducing the number of towers required. To the extent feasible and in accordance with ConnDOT Policy Statement No. E&H.O.-53, the Department intends to work cooperatively with the Connecticut Siting Council and the Wireless Telecommunications Industry to improve communications coverage and capacity within Connecticut."
