Bill is a manager with Nutrien Ag Solutions and a co-owner with his wife of Syme Family Farm. Currently serving a chairman of the East Windsor Board of Finance. Bill is an active member of several agriculturally based organizations.

Elin Swanson Katz is an energy and environmental attorney who currently serves as a consumer protection expert with the U.S. Department of Energy. She previously served as the inaugural Director of the Federal Energy Regulatory Commission Office of Public Participation, which was established in 2021. Elin also served as Associate General Counsel and VP of Utilities to improve broadband and telecommunications infrastructure with Tilson Technology Management from 2019-2021 and as Consumer Counsel for the State of Connecticut from 2011-2019, including President of the National Association of State Utility Consumer Advocates. Elin holds degrees from Cornell University, Boston University School of Law, and Trinity College. She previously practiced law in both the public and private sectors in Washington, D.C., Boston, and Hartford.

Mr. Carter is a Senior Researcher at the Bloomberg Center for Government Excellence at Johns Hopkins University. A Hartford native, he looks forward to working with the public, staff, and other stakeholders to help support the work of the Council.
Khristine Hall

Ms. Hall was a Selectman in New Fairfield from 2017-23. She retired from IBM in 2015, where she worked in a number of positions, including Project Executive for large-scale outsourcing contracts, Program Director for International Trade and Investment, and Program Manager for Environment, Health and Safety. Prior to that, she was an environmental lawyer, working for the Department of Justice, the Environmental Defense Fund, and the Natural Resources Defense Council.
