Docket 265 RFP: Answers to Bidders' Questions

1. Are there State documents that also apply to a complete Contractor response, such as the "Connecticut RFP checklist" (RFP-023-A-28-7066-C)? Regardless of the answer, can you provide State agency contact information for first time vendors with the State of Connecticut?

There are no such documents that relate to a checklist for RFP responses to this RFP. (The checklist sited is in connection with another agency's RFP process.) Bidders are expected to assemble bid proposals that are responsive to the subject RFP. 2. Will the CSC staff or will the Contractor provide the majority of administrative tasks and services (for example, document production for or a transcript of official proceedings, including the December hearing) for the term of the contract?

The Council staff will perform the majority of the administrative tasks in connection with this docket proceeding.

3. What is a best estimate for the percentage of tasks--listed generally in the Scope of Services--that must be performed for each quarter of the proposed contract period? That is, is it expected that 50% of contract services is performed for the period December 2003 through February 2004, 30% through May 2004 and so on.

It is expected that approximately 50% of the work will be performed by March 1. The remainder of the work will be performed by mid-summer.

4. What additional official proceedings are possible or likely to occur between the time of the upcoming December evidentiary hearing and contract termination in late 2004 (please suggest the type and possible duration of those proceedings where Contractor attendance is likely required) ?

There will be several days of evidentiary proceedings. Such hearings will typically run from 10:00 a.m. to 5:00 p.m. in New Britain. The dates of these hearings have not been set. They will likely occur in the spring of 2004.

5. Can you please provide contact information for the person or persons who may provide written Council procedures and policies that implement State statute and CSC regulations?
