Staff Report – August 24, 2005

On July 25, 2005, Connecticut Light Power Company (CL&P) submitted a Development and Management (D&M) Plan for the construction of 345-kV switchgear within the existing Scovill Rock Switching Station in the Town of Middletown, Connecticut.

CL&P proposes to install four 345-kV circuit breakers, nine 345-kV isolating disconnect switches associated equipment, bus supports, one termination structure (90 feet in height) and foundations within an existing fenced compound. The proposed equipment would not be taller than existing substation equipment and primarily situated in the north and west section of the compound. No site expansion, clearing, or grade change is proposed.

Access to the switching station is along an approximate 500-foot paved drive off Freeman Road. All proposed work is within the existing fenced compound. CL&P proposes to install erosion and sediment controls at a perforated drain on the south slope and erosion and sediment controls within the east perimeter fence line.

CL&P is analyzing the grounding system of the switch station. If needed, CL&P would excavate areas to expand the existing ground grid and place additional crushed stone if necessary.

Furthermore, an environmental inspector, the BCS Group, previously recognized by the Council in approving the D&M Plan for the Norwalk Substation, will be responsible for inspections and weekly reporting to verify that the construction is performed in accordance with environmental requirements.

CL&P proposes to start construction during the summer of 2004.

Council staff recommends a two week notice prior to construction and weekly environmental inspections.
