On June 29, 2004, The Connecticut Light and Power Company (CL&P) submitted a petition to the Connecticut Siting Council that no Certificate of Environmental Compatibility and Public Need would be required for modifications to the existing Canton 5R Substitution in Canton, Connecticut. On July 8, 2004, Council Member Colin Tait and Robert K. Erling of Council Staff met James Borowitz and Charles Ponte of CL&P for a field review of this petition.

CL&P proposes to install one 115-kV circuit switch and one 115 to 23-kV MVA power transformer within the fenced area of this substation. The new equipment is needed to meet projected loads in the area. The proposed equipment is similar in appearance to existing equipment in the substation. The substation is well screened in all directions, and no homes were visible from the substation. The new transformer is expected to be quieter than existing equipment and sound levels are expected to continue to meet state-regulated levels.

CL&P proposes to begin construction in August 2004 with completion by the end of December 2004.
