RE: PETITION NO. 586 - SpectraSite Communications, Inc., d/b/a SpectraSite petition for a declaratory ruling that no Certificate of Environmental Compatibility and Public Need is required for the proposed modifications to an existing telecommunications facility located at 330 Middletown Road, Columbia, Connecticut.

The Connecticut Siting Council has scheduled a field review for this petition for Wednesday, December 18, 2002, beginning at 3:30 p.m. Council members will meet at the site located at 330 Middletown Road (Route 66) in Columbia. Directions are enclosed.

A public hearing is scheduled for Wednesday, December 18, 2002, beginning at 6:30 p.m. in the cafeteria at the Horace W. Porter School, 3 Schoolhouse Road, Columbia.

From Hartford

Follow I-84 east to I 384 east

At end of I-384, follow Route 6 east

At junction with Route 87, follow Route 87 east (south).

At junction of Route 66 in Columbia center, take right onto Route 66 west

Follow Route 66 west past intersection with Pine Street/Hennequin Road

Site driveway is on right approximately 1.5 miles from Columbia Center.

Site drive is after large field containing large house on right.

Tower is not visible from Route 66.

If you reach the Skyline Farm you’ve gone too far.

From Middletown/East Hampton Area

Follow Route 66 west through Hebron center

Pass the Skyline Farm and intersection with Hunt/Basket Shop Roads

Site is on left – gravel driveway after road passes swamp and climbs rise.

Approximately 3.25 miles from Hebron Center.

TO Horace W. Porter School – 3 Schoolhouse Road

Follow Route 66 east to Columbia center.

In Columbia center, proceed through intersection with Route 87 – stay on 66 east.

Schoolhouse Road is next left – just after intersection.
