New State Statute for Record Management System Vendors - CISS Compliance
As part of the changes put forth by P.A. 23-36 (C.G.S. 54-142s), the CJIS-CT Governing Board was charged with the responsibility to design and implement a statewide information sharing technology system to be used by Criminal Justice Agencies and Law Enforcement Agencies (LEAs) in Connecticut to share justice information in a secure facilitate the sharing of information between all State Agencies that are responsible for managing criminal records and other information that is used in the pursuit of criminal justice. Through P.A. 23-36 (C.G.S. 54-142s), the plan for the Connecticut Information Sharing System (CISS) was established.
Effective October 1, 2023, per P.A. 23-36 (C.G.S. Section 54-142s (g)), ‘Any third-party vendor or contractor of criminal justice-related record management systems, assisting in the design and implementation of the state-wide information technology system pursuant to this section, that requires access to criminal history record information maintained on the state's criminal justice information technology system shall, prior to being allowed to access such information, obtain written approval from the Criminal Justice Information System Governing Board to access such information in the manner prescribed by said board. Any contract, subcontract or amendment to a contract or subcontract entered into by the Criminal Justice Information System Governing Board and a third-party vendor or contractor concerning criminal justice-related record management systems shall include specifications established by said board that ensure that all policies, procedures, processes and control systems, including hardware, software and protocols that are provided by the third-party vendor or contractor are compatible with, and support, the state's criminal justice information technology system.’
What does this mean for RMS Vendors?
Vendors of Criminal Justice Record Management Systems (RMS) must get approval from the Connecticut Criminal Justice Information System Governing Board before accessing any information on, or connecting any hardware or software to, the state’s criminal justice information systems.
The CJIS-CT Governing Board will work with vendors interested in becoming CISS certified for operation in the State of Connecticut. Before submitting, all contracts must comply with CJIS-CT specifications. RMS Vendors interested in conducting business in the State of Connecticut should consult the DAS procurement website to ensure adherence to the State's guidelines and requirements before submitting a contract. Approved vendors will support interoperability and systems compatibility for the Connecticut law enforcement community.
