In preparation for the acquisition of the CAS (formerly known as CDECCA) and the upcoming improvement projects, the state undertook numerous studies, including a comprehensive decarbonization study to evaluate options for increasing efficiency and reducing the carbon footprint associated with the facility. The Connecticut Environmental Policy Act (CEPA) outlines a process for a state agency to identify and review projects with potential environmental impacts.
The documentation related to the CEPA process was published in a post-scoping notice in the Council on Environmental Quality's (CEQ) January 21, 2025 Environmental Monitor. Those items included a memo outlining the agency's determination to move forward with upgrades including a combination of water source heat pumps and high efficiency gas fired hot water boilers, an environmental review checklist, and a listing of public comments received and the agency's response. In accordance with CEPA, DAS published scoping notices of the proposed project in the Council on Environmental Quality's (CEQ) Environmental Monitor on June 6, 2023 and a revised notice on June 20, 2023, and held a virtual public scoping meeting on June 27, 2023.
