Effective July 1, 2024, only micro-cultivators may sell cannabis seedlings, directly to consumers over 21 years of age, through a delivery service. Qualifying patients and caregivers may purchase cannabis seedlings from micro-cultivators as consumers and are subject to applicable taxes.
To sell cannabis seedlings to an adult consumer, micro-cultivators must meet the requirements outlined in Section 21a-420p(f) of the general statutes and all other relevant state and local laws and regulations.
To sell cannabis seedlings to a consumer:
- The micro-cultivator must have cultivated the cannabis seedling from a seed or clone in the state of Connecticut.
- The cannabis seedling must:
- Not be more than 6 inches tall from the base to the stem of the tallest part of the plant;
- Not contain any bud or flower;
- Be tested for heavy metals and pesticides; and,
- Must meet all labeling requirements in accordance with Section 21a-420p(f)(2)(C) of the general statutes.
- No micro-cultivator can sell more than three cannabis seedlings to a consumer within a six-month period.
- No micro-cultivator can accept any returned cannabis seedling.
