Policies and Procedures for Connecticut's Adult-Use Cannabis Program

Effective July 28, 2023, these policies and procedures effectuate the intent of Chapter 420h of the Connecticut General Statutes, as amended.

 

These policies and procedures previously became effective on October 16, 2021. They were updated on January 26, 2022, August 5, 2022, September 28, 2022 and July 1, 2023. The original policies and procedures and the subsequent updates are available at eRegulations.ct.gov

 

Within these policies and procedures are the provisions necessary to operationalize Connecticut’s adult-use cannabis industry, including the parameters by which people licensed by the Department shall operate. These policies and procedures set forth consumer protections including product quality, safeguards for minors and security of product against diversion. Also included are the policies and procedures concerning home grow for qualifying patients that are 18 and older, as well as adults that are 21 and older.
