Call to Order

Chairman Carolyn Futtner called the meeting to order at 10:05am.

Chairman Futtner read the Introductory Statement and called the roll call.  Seven appellants were present, five appellants failed to appear. Nine Local Issuing Authorities were present along with the State.

Board Members Present: Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Elbert Gray,  Col. Chris Lewis, Col. Kyle Overturf, and Stephen Sanetti, Esq.

Board Members Absent: Det. Gudrun Johnson and Chief Carl Rosensweig

Chairman Carolyn Futtner administered the oath to all witnesses.

Hearings: Twelve cases were heard in the following order:

1) Case No. 22-418-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear for his hearing.  Sgt. Kenneth Keroack represented the Local Issuing Authority, Chief Fernando Spagnolo, Waterbury Police Department.

Motion: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit due to the appellant failing to appear after having an active arrest warrant and being taken into custody. Vote was 6-0 in favor of the Local Issuing Authority.

2) Case No. 22-424-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department.

Withdrawal: The appellant withdrew his case.

3) Case No. 22-547-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Vote was 6-0 in favor of the Local Issuing Authority.

 

4) Case No. 22-430-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. John Femia represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department with two witnesses.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Meriden to issue the permit.  Vote was 6-0 in favor of the appellant.

5) Case No. 22-551-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department.

Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Atty. Sanetti, motion passed unanimously. Vote was 6-0 in favor of the Local Issuing Authority. 

6) Case No. 22-566-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department.

Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board member Dr. Conrad, motion passed unanimously. Vote was 6-0 in favor of the Local Issuing Authority. 

7) Case No. 23-644-CD, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Michael Sigrist represented the Local Issuing Authority, Chief Roderick Porter, Bridgeport Police Department.

Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board member Mr. Gray, motion passed unanimously. Vote was 6-0 in favor of the Local Issuing Authority. 

8) Case No. 22-419-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. John Femia represented the Local Issuing Authority, Chief Roberto Rosado, Meriden Police Department with two witnesses.

Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board member Dr. Conrad, motion passed unanimously. Vote was 6-0 in favor of the Local Issuing Authority. 

9) Case No. 22-173-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Cpt. Todd Bergeson represented the Local Issuing Authority, Chief Brian Wright, New London Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit, at this time. Vote was 6-0 in favor of the Local Issuing Authority.

 

10) Case No. 22-286-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP representative Lt. Doug Sauve’ represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.

11) Case No. 22-274-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP representative Lt. Doug Sauve’ represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.

12) Case No. 21-797-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP representative Lt. Doug Sauve represented State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board member Dr. Conrad, motion passed unanimously. Vote was 6-0 in favor of the Local Issuing Authority. 

 

Secretary’s Report:

Board member Atty. Sanetti made a motion to accept the minutes from September 14, 2023, seconded by Col. Lewis. motion carried. Mr. Gray abstained. Vote 5-0-1 to approve.

New Business: Discussion of the new laws that went into effect on October 1, 2023.

 

Adjournment: Board member Atty. Sanetti made a motion to adjourn seconded by Board member Col. Lewis, motion carried. Meeting ended at 1:43pm.
