Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Seven appellants were present, one appellant failed to appear. Five Local Issuing Authorities and the State were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner, Esq. Dr. Cynthia Conrad, Gudrun Johnson, Col. Chris Lewis and Chief Carl Rosensweig.

Board Members Absent: Anthony Iaconis, Esq. and Mr. M. Peter Kuck.

Hearings: Eight cases were heard in the following order:

1) Case No. 21-094-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Deputy Chief James Baraja represented the Local Issuing Authority, Acting Chief Rebeca Garcia, Bridgeport Police Department.

Withdrawal: The appellant withdrew his case.

2) Case No. 21-053-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Chief James Kenny represented the Local Issuing Authority, Chief James Kenny, Vernon Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

3) Case No. 19-521-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.   Sgt. Doug Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a majority decision, the Board voted in favor of the appellant. Chairman Blando, Secretary Futtner, Dr. Conrad, Ms. Johnson Col. Lewis and Chief Rosensweig voted in favor of the Appellant. Atty. Futtner and Ms. Johnson voted in favor of the State Issuing Authority. Vote was 4-2 in favor of the appellant.

4) Case No. 20-659-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Panton represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Chairman Blando, Secretary Futtner, Ms. Johnson and Col. Lewis voted in favor of the Local Issuing Authority at this time. Dr. Conrad and Chief Rosensweig voted in favor of the Appellant. Vote 4-2 in favor of the Local Issuing Authority at this time.

5) Case No. 20-133-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared was represented by Carmine Giuliano, Esq.  Sgt. Doug Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with five witnesses.

Continuance: This case has been continued to 9/16/2021.

6) Case No. 19-504-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear.  Sgt. Doug Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Ms. Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Secretary Futtner, motion passed unanimously.

7) Case No. 21-055-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Thomas Duncan represented the Local Issuing Authority, First Selectman Mary Mitta, Town of Stafford.

Motion: Board member Dr. Conrad made a motion for the Appellant due to lack of evidence, Motion was seconded by Board Member Johnson, motion passed unanimously.

8) Case No. 20-638-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Kenneth Keroack represented the Local Issuing Authority, Chief Fernando Spagnolo, Waterbury Police Department.

Decision: By a majority decision, the Board voted in favor of the Issuing Authority.  Chairman Blando, Secretary Futtner, Ms. Johnson, Col. Lewis and Chief Rosensweig voted in favor of the Issuing Authority.     Dr. Conrad voted in favor of the Appellant. Vote was 5-1 in favor of the Issuing Authority at this time. 

 

Secretary’s Report:

Board Secretary Futtner made a motion to accept the minutes from May 6, 2021, seconded by Dr. Conrad, motion carried. Ms. Johnson abstained.
