Public Comment Sought for SCSEP State Plan Modification
The Department of Aging and Disability Services is pleased to present a Modification to Connecticut’s Workforce Plan for the Senior Community Service Employment Program (SCSEP) for the period July 1, 2024 through June 30, 2028.
Every four years, the Department of Aging and Disability Services develops a Workforce Plan for SCSEP. Midway through the state plan, The U.S. Department of Labor requests a Modification of the SCSEP Plan. This Modification, presented for public comment, updates the activities and data provided in the original plan. Any changes to the plan are highlighted in yellow.

In order for your comments to be included in the Plan, please make sure you submit them by noon on Friday, June 26, 2026. We recognize that this is a short timeframe in which to respond, and we appreciate your comments. We will incorporate comments received prior to the deadline, where appropriate, and endeavor to include comments received after the deadline in a resubmission if possible. We look forward to hearing from you to implement the plan for future employment services provided to Connecticut’s older workers.

The Senior Community Service Employment Program (SCSEP) helps low-income adults aged 55 and older get back into the workforce.
Participants get temporary work assignments where they learn new skills and gain work experience. These jobs usually offer 20 hours per week at minimum wage. The program also provides extra training and support to help older adults find long-term employment after completing the program.
To join the program, you must:
- Be unemployed
- Be 55 years or older
- Live in Connecticut
- Have a family income no higher than 125% of the federal poverty level

*The total cost of the Connecticut State Senior Community Service Employment Program grant is $945,850. Of that, 90 percent ($851,264) is funded by the U.S. Department of Labor Employment and Training Administration. The other 10 percent ($94,586) is funded through non-Federal resources.
