Municipal Budget Adoption Experiences in Connecticut
Prior to 2020, the Advisory Commission on Intergovernmental Relations had, for a number of years, surveyed the state's 169 municipalities and 17 regional school districts regarding their budget adoption experiences. The focus was on the method and date of budget adoption, including the number of votes necessary, and the ACIR issued reports summarizing its findings. Reports had been issued annually but the final report had covered two years. The onset of COVID in 2020 brought a halt to that work, prompted in part by the state mandating a municipal budget adoption procedure that year, and the ACIR has not restarted that work due to the uncertain benefits of the reports and time commitment required for the work.
