     A regular meeting of the Freedom of Information Commission was held on October 24, 2012, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:21 p.m. with the following Commissioners present:
     Commissioner Norma E. Riess, presiding

     Commissioner Jay Shaw (participated via speakerphone)
     Commissioner Matthew Streeter     
     Also present were staff members, Colleen M. Murphy, Mary E. Schwind, Victor R. Perpetua, Clifton A. Leonhardt, Gregory F. Daniels, Tracie C. Brown, Kathleen K. Ross, Lisa F. Siegel, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata and Thomas A. Hennick.
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.
     The Commissioners unanimously voted to adopt the minutes of the Commission’s regular meeting of October 10, 2012.
Ira Alston v. Officer Todd Sokolowski, Freedom of Information Liaison, State of Connecticut, Department of Correction, Northern Correctional Institution; and State of Connecticut, Department of Correction
     The Commissioners unanimously voted  to adopt the Hearing Officer’s Report.

Mancini, Sergeant, State of Connecticut, Department of Emergency Services and Public Protection; and State of Connecticut, Department of Emergency Services and Public Protection
     Jason Casiano participated via speakerphone. The Commissioners unanimously voted to adopt the Hearing Officer’s Report. The proceedings were recorded digitally.

     Ricky Nelson participated via speakerphone. The Commissioners unanimously voted to adopt the Hearing Officer’s Report. The proceedings were recorded digitally.

     The Commissioners unanimously voted  to adopt the Hearing Officer’s Report.

Milagros Ramos, Labor Relations Specialist, Board of Education, City of Hartford; Jill Cutler-Hodgman, Chief Labor and Legal Officer, Board of Education, City of Hartford; Elaine Bonfigilio, Insurance Specialist,  Board of Education, City of Hartford; and Board of Education, City of Hartford
     The Commissioners unanimously voted to correct the Hearing Officer’s Report.  The Commissioners voted to adopt the Hearing Officer’s Report as corrected.*

     The Commissioners unanimously voted  to adopt the Hearing Officer’s Report.
Ramon Arroyo v. Registrar of Voters, City of Hartford; and City of Hartford
     The Commissioners unanimously voted  to adopt the Hearing Officer’s Report.
Joseph Provost v. Robert Hoffman, Chief, Police Department, Town of Plainfield; Lynda Van Auken, Records Supervisor, Police Department, Town of Plainfield; and Police Department, Town of Plainfield
     The Commissioners unanimously voted  to adopt the Hearing Officer’s Report.

Frances Taylor; and the Reminder News v. Superintendent of Schools, East Hartford Public Schools; and East Hartford Public Schools
     The matter was tabled.
Analiese Paik v. Superintendent of Schools, Fairfield Public Schools; Director of Curriculum, Instruction and Assessment, Fairfield Public Schools; and Fairfield Public Schools
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
     Comissioners voted unanimously to grant a request for expedited hearing in Docket #FIC 2012-527, Charles Evans, Jr. and Roberta Clapper v. Commissioner, State of Connecticut, Department of Emergency Services and Public Protection, Division of State Police; and State of Connecticut, Department of Emergency Services and Public Protection, Division of State Police.
     Commissioners voted unanimously to approve a motion to Lift Stay in Docket #FIC 2011-335, Ann DeMatteo and the New Haven Register v. Town Attorney, Town of Hamden; and Town of Hamden.
     Clifton A. Leonhardt  reported on the New Britain Superior Court Memorandum of Decision in Bradshaw Smith v. Freedom of Information Commission, et al., dated October 4, 2012.
     Lisa F. Siegel, Colleen M. Murphy and Victor R. Perpetua reported on pending appeals.
     The meeting was adjourned at 3:05 p.m.

CORRECTIONS
Earle Walker v. Milagros Ramos, Labor Relations Specialist, Board of Education, City of Hartford; Jill Cutler-Hodgman, Chief Labor and Legal Officer, Board of Education, City of Hartford; Elaine Bonfigilio, Insurance Specialist,  Board of Education, City of Hartford; and Board of Education, City of Hartford
     The Hearing Officer’s Report is corrected as follows:
     9.  It is found, with reference to paragraph [7] 6a), that Jill Cutler-Hodgman and Elaine Bonfiglio did not receive any records from Anthem at any time instructing them to reinstate the health insurance policy of Charles Brown. Nor, with reference to paragraph [7] 6b), did Jill Cutler-Hodgman and Elaine Bonfiglio send any records to Charles Brown at any time informing him that his health insurance policy was being reinstated.
     10.  It is further found, with reference to paragraph [7] 6c), that the respondents do not maintain any records that support any testimony that Anthem ordered them to reinstate the health insurance coverage of Charles Brown. Nor, with reference to paragraph [7] 6d), do the respondents maintain any records that indicate Charles Brown was required to remit a portion of his insurance premium, as if he were still a full-time employee.
