Issue Briefs are a series of concise reports published periodically by the Health Care Quality, Statistics, Analysis & Reporting Section in the Planning Branch at the Connecticut Department of Public Health. The briefs address key health issues or conditions affecting Connecticut residents.
 
Topics for the briefs are selected based on 1) the priorities articulated in the 1999 Connecticut state health assessment, Looking Toward 2000: An Assessment of Health Status and Health Services; 2) the magnitude or gravity of an issue or condition, based on the number of people affected or the seriousness of the impact on those affected; 3) the currency or timeliness of the issue or condition; 4) our ability to affect positive change in the issue or condition through public health interventions; and 5) the availability of state or national data related to the economic cost of the issue or condition.
