Moderate Rental PILOT (Payment in Lieu of Taxes) Program
 
History: The Moderate Rental Payment in Lieu of Taxes (PILOT) Program was created by the 1967 Public Act 522.


Purpose:
The program allows the Commissioner to enter into a contract with a municipality and the housing authority of the municipality to make payments in lieu of taxes to the municipality on land and improvements owned or leased by the housing authority under the provisions of Part II of Chapter 128 of the Connecticut General Statutes. DOH provides those municipalities with state-assisted Moderate Rental housing operated by a local housing authority an amount equal to the taxes that would be paid on such property were the property not exempt from taxation.
