The Human Resource Division (HRD) is responsible for providing a full range of human resource services to approximately 3,600 bargaining unit, confidential, and managerial employees at all locations throughout the state.

The DMHAS Labor Relations Unit is responsible for managing the following functions: interpretation and administration of statutes related to personnel, labor relations, and collective bargaining agreements; interpretation and administration of collective bargaining agreements; management and coordination of grievances, investigations, collective bargaining negotiations, workplace violence issues, ADA and FMLA; and employee relations

Career Development and In-Service Training - Career Mobility & Certification
Article 35 of the District 1199 Health Care Employees Union Contract includes a Career Mobility Fund for NP-6 and P-1 employees who request release time from work with pay to take courses in a higher education healthcare related degree program of study as a matriculating student. The Career Mobility Program is administered by New England Health Care Employees Union District 1199 and a statewide joint labor/management statewide committee.

Career Development & In-Service Training - Training Opportunities
DMHAS recognizes the importance of addressing underage drinking in communities where young people live. In collaboration with the Substance Abuse and Mental Health Services Administration (SAMHSA), resources are available to communities to implement strategies to reduce underage alcohol use and its harmful effects.
