Commissioner Policies and Directives
The Commissioner Policies and Directives provide agency employees with direction, guidance and support to enable them to fully and effectively execute their duties in a manner that provides the highest quality healthcare services to individuals served by the Department of Mental Health and Addiction Services (DMHAS).
The Community Services Division is the “operations” arm of the DMHAS Office of the Commissioner. Regional monitoring staff maintain regular contact with the Department’s private not for profit behavioral health service contractors.
The CMHC Inpatient Service makes admission decisions in consultation with Utilization Management staff from the DMHAS Office of the Commissioner. Residents of catchment areas 5, 6, 7, and 8, comprising the Greater New Haven area, are generally given priority for admission to CMHC’s beds.
The State Advisory Board is a legislatively mandated board that meets monthly with the Commissioner of DMHAS and advises the Commissioner on programs, policies, and plans for the Department.
Division of Diversity, Equity, and Inclusion (DEI)
The DMHAS Division of Diversity, Equity, and Inclusion (DEI) is the Racial Justice, Multicultural Relations and Equal Opportunity Branch of the DMHAS Office of the Commissioner (OOC). The Division of DEI at DMHAS is committed to leading and supporting initiatives that fosters a welcoming, respectful, and inclusive environment for all staff and clients.
Documents either assembled or created by the Treatment Subcommittee of the Commissioners’ Alcohol and Drug Policy Council (ADPC) and the MAT Learning Collaborative.
Policy and Governmental Affairs
The Legislative Unit is responsible for directing the Department's legislative and regulatory program and for assisting the Commissioner in the performance of executive and administrative duties involving both legislative and regulatory policies and programs.
Critical incidents, as defined by the Connecticut Department of Mental Health & Addiction Services Commissioner's Policy Statement Chapter 6.26, are incidents that may have a serious impact on DMHAS clients, staff, funded agencies or the public.

This Saturday, April 29th, is National Drug Take Back Day, and the Department of Consumer Protection (DCP) and the Department of Mental Health and Addiction Services (DMHAS) are encouraging residents to dispose of their unused medications.
