History of Connecticut's PCB Program
The Connecticut Department of Energy and Environmental Protection (CT DEEP) was initially awarded an EPA grant in 1981, to enforce polychlorinated biphenyl (PCB) regulations promulgated by the Environmental Protection Agency (EPA). Since 1982, this successful program has been funded jointly by the State of CT and the U.S. EPA under the authority of Section 28 of the Toxic Substance Control Act (TSCA).
From January, 1982 to date, the CT DEEP, as part of the cooperative PCB Compliance Program, has conducted more than 3,000 PCB inspections of facilities in CT. Throughout the life of the CT PCB Program, PCB inspections performed by the DEEP were conducted under both State and TSCA authority.
Connecticut's PCB Program is the result of a cooperative agreement with EPA. Connecticut was one of the original grant states in this program starting in 1981. This program conducts compliance inspections under both state and federal authority, responds to more than 700 complaints annually, and provides a variety of outreach and guidance to both the general public and the regulated community regarding such PCB issues as PCBs in submersible well pumps, PCBs in household items such as appliances and lighting, PCBs in building materials and technical assistance to municipalities in dealing with PCBs at transfer stations and household hazardous waste collections.
