RE: DOCKET NO. 272 - Northeast Utilities Service Company Application to the Connecticut Siting Council for a Certificate of Environmental Compatibility and Public Need ("Certificate") for the construction of a new 345-kV electric transmission line facility and associated facilities between Scovill Rock Switching Station in Middletown and Norwalk Substation in Norwalk, including the reconstruction of portions of existing 115-kV and 345-kV electric transmission lines, the construction of Beseck Switching Station in Wallingford, East Devon Substation in Milford, and Singer Substation in Bridgeport, modifications at Scovill Rock Switching Station and Norwalk Substation, and the reconfiguration of certain interconnections.

Dear Ms. Nappier:

Pursuant to the provisions of Public Act 03-140, AN ACT CONCERNING LONG-TERM PLANNING FOR ENERGY FACILITIES, please be advised that the Connecticut Siting Council (Council) is in receipt of the sum of $25,000 as payment to the Municipal Participation Account (Fund) in connection with the above-referenced proceeding. This payment was received on October 9, 2003, and deposited as a pending receipt.

Section 16 of the Act states, in part, that "[p]ayments from the account shall be made upon authorization by the State Treasurer…" and provides guidance in the event an application involves more than one municipality. To that end, please note that the above-referenced proceeding required notice be sent to 24 municipalities. A list of these municipalities is enclosed herewith for your review. Any or all of the municipalities listed may apply for a portion of the Fund.
