On January 19, 2005, the Connecticut Light Power Company (CL&P) submitted to the Connecticut Siting Council (Council) for review and approval revisions to Development and Management (D&M) Plans pertaining to Section I- 345-kV Trench work for High Pressure Fluid-Filled (HPFF) Cable from Archers Lane Transition Station to Norwalk Junction and Section IV – 115/345-kV Overhead Transmission Line into Archers Lane Transition Station. These changes are germane to the development of the Archers Lane Transition Station.

This is revision number 2 for the Section I 345-kV Underground HPFF Cable leaving Archers Lane Transition Station to Norwalk Junction. Originally, CL&P proposed a site referred to the as the "flag lot" on a parcel of property it owned. Since negotiations with the Town of Redding and ultimately, the Council ruling that the Archers Lane Transition Station be sited at a location known as the Archers Lane II site which is located approximately 700 feet northeast of the originally proposed "flag lot". Originally, 1,275 circuit feet of HPFF cable would have been installed within the access road to the transition station but has now changed to approximately 2, 760 circuit feet of HPFF cable being installed. The cable would be installed approximately three feet deep within the access road from the transition station to Diamond Hill Road. All orders identified by the Council in its previous approvals for Section I shall apply.

This is revision number 1 for the Section IV- 115/345-kV overhead transmisson lines consists of two circuits on a composite structure. The 345-kV line would separate at structure no. 45, instead of structure no. 47 as previously proposed. CL&P would need to acquire a new right-of way for the 345-kV line departing from structure no. 45 a distance of 450 feet long by 130 feet wide to Archers Lane transition station. Structure no. 46 would support the transmission line prior to entering the transition station. The cleared area of the right-of-way would be 72 feet (36 feet off centerline) with selective clearing of danger trees to the edge of the ROW. The existing 115-kV transmission line would continue south to structure no. 47 (an angle structure) and turn west toward Granite Ridge Road. Some of this land is part of the Saugatuck Falls Natural Area. Conversion of land use is administered by the Department of Environmental Protection in consultation with the municipality (Redding in this case) and proposed land use (transmission facilities). This process is still ongoing. All orders identified by the Council in its previous approvals for Section IV shall apply.

Council staff recommends approval for the revisions to Section I and Section IV subject to all orders identified by the Council in its previous approvals for Section I and Section IV D&M Plans.
