Secretary Merrill Statement on House Passage of SB 753 AAC the Counting of Incarcerated Persons for Purposes of Determining Legislative Districts
“This bill will ensure more accurate population counts throughout our state, particularly in Connecticut’s major cities and the towns that host correctional institutions, by ending the practice of gerrymandering incarcerated persons into the districts where their prison is located rather than into the communities where they choose to live prior to their incarceration. Going forward, Connecticut’s legislative districts will fairly and accurately reflect the communities from which they are drawn. I applaud the legislature for passing this critical, timely bill in advance of the reapportionment of legislative districts, based on the decennial census, that will begin this fall.”
