Three Weeks from Today: Special Election in 139th House District is January 13 - Special Elections to Fill 25th House District Vacancy and Fairfield First Selectman Seat Also Coming Up

(Hartford, Connecticut) – Absentee ballot applications are available for the Tuesday, January 13, special election to fill the vacancy in the 139th General Assembly District caused by the death of Representative Kevin Ryan.
 
This special election is only open to voters who live in the 139th House District, which consists of portions of Ledyard, Montville, and Norwich. Eligible voters who live in these towns can confirm whether they live in the 139th District by using the General Assembly's “Find Your Legislator” tool at https://www.cga.ct.gov/webapps/cgafyl.asp.

Like in all elections, eligible voters in the 139th House District will have three options to cast their ballots:

• In person on the Special Election Day — Tuesday, January 13 
• In person during four days of Early Voting that begins on Thursday, January 8 
• By absentee ballot, if specific conditions are met  

Despite the fact that voters in 2024 approved a constitutional amendment to allow for no-excuse absentee voting in Connecticut, members of the General Assembly have not yet enacted the needed legislation for it to take effect. As a result, Connecticut law still permits absentee voting only for specific reasons. These include:

• Active service in the armed forces  
• Absence from town on Election Day  
• Sickness (not necessarily the voter’s own)  
• Physical disability (not necessarily the voter’s own)  
• Religious beliefs that prevent secular activities like voting on Election Day  
• Duties as an election official at a polling place other than one’s own  

To request an absentee ballot, voters must complete and sign an application, which is available online at MyVote.CT.gov/absentee or in person from their local Town Clerk’s office.  
At MyVote.CT.gov/absentee, downloadable mail-in forms are available in both English and Spanish.  
Other key dates related to the 139th House Special Election are:

Friday, December 26: Final day for mail-in voter registration forms to be postmarked, or for eligible voters to hand-deliver the form to their local Registrars of Voters’ office.  

Monday, January 12: Final day for those eligible to register in person with their local Town Clerk.  

By state law, there will be four days of in-person Early Voting in each town:

Thursday, January 8, 10 a.m. to 6 p.m.  
Friday, January 9, 10 a.m. to 6 p.m.  
Saturday, January 10, 10 a.m. to 6 p.m.  
Sunday, January 11, 10 a.m. to 6 p.m.   

Early Voting in Montville will be at the Town Hall gym, 310 Norwich-New London Turnpike. 
Early Voting in Ledyard will be at the Town Hall, Registrars’ office, 741 Colonel Ledyard Highway. 
Early Voting in Norwich will be at City Hall, room 335, 100 Broadway.
