Secretary of the State’s Office Receives the Resignation of Senator Kevin C. Kelly
(Hartford, CT) – Secretary of the State Stephanie Thomas received the resignation of Senator Kevin C. Kelly, effective Tuesday, January 7, 2025, at 5 pm.

Under state law, the governor has ten days to issue a writ of election to choose a successor in the 40th House district. That special election must be held on the 46th day after the issuance of the writ of election. Major party conventions must take place 36 days before the special election.
Early voting rules will apply to this election, with voting beginning five days before the special election and ending two days prior, spanning a total of 4 days. Voting hours will be from 10 am to 6 pm each day. The early voting period excludes any holidays designated under CGS Sec. 1-4 (if applicable), and at least one voting location will be available in each town in the district.
In addition, the absentee ballot portal will be open on Monday, January 13, 2025.
