Overview
The Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS), referred to as DAS-BITS, manages the state’s information technology (IT) infrastructure. DAS-BITS executes the state’s IT policies. It also assist the state’s Office of Policy and Management (OPM) in the development of procedures and practices that support IT policies.
Effective July 1, 2022, the State of Connecticut consolidated all IT operations and functions centrally under DAS-BITS. IT staff who were previously employed by the Connecticut State Department of Education (CSDE) have been employees of DAS-BITS since July 2022.
The CSDE is a state agency in the executive branch. It adheres to IT security policies promulgated by OPM. The latest Information Security Policy was released by OPM in January 2026. OPM and DAS-BITS have established a governance process for the development of additional policies in the future. These include an Access Control Policy that will cover the full account lifecycle, alongside other Acceptable Use and IT security policies. These will further formalize the controls DAS-BITS staff already follow operationally and improve controls alignment where appropriate. All policies align to NIST CSF 2.0. CSDE will continue to adopt future OPM policies as and when they are released.
