Teacher of the Year Ceremony
Due to inclement weather, the Teacher of the Year Ceremony has been postponed to December 16, 2025 from 5-7pm. Doors will open at 4pm. The Ceremony will take place at the Bushnell Theater in Hartford, and the order of events will remain the same.

Calculating Proportionate Share

Understanding how to calculate a proportionate share for eligible private school students may be daunting. Below is an outline of the process of a sample (fictional) LEA.

The town of Arbor  is served by the Arbor School District. Arbor has three private schools, including:

  • Arbor Preparatory Academy, enrolling 182 students in grades 6-12.
  • Little Acorns Early Childhood center, enrolling 40 students in Pre-Kindergarten.
  • Saint Hubert School, which enrolls 118 students in grades K-5.

There are four public schools.

  • Aspen Elementary School (AES) enrolls 475 students ingrades K-5, with 42%, or about 200 students, eligible for FRL.
  • Maple Elementary School, K-5, with 18% of students qualifying for FRL.
  • Cedar Middle School, 6-8, with 33% of students qualifying for FRL.
  • Willow High School, 9-12, with 26% of students qualifying for FRL.

Process of Ranking & Serving

  1. First, the district evaluates need and identifies schools to receive Title I services. During the school district process of Ranking and Serving, the LEA used Reduced Price Lunch (FRL) data from the list of approved measures. They identified Aspen Elementary School with the highest need. Since only Aspen Elementary School was identified by the district as a Title I school, only students within the K-5 grade band residing in the sending area would be counted.

Determining Proportionate Share

  1. Next, they organized timely and meaningful consultation with all applicable private schools. The other schools did not qualify for Title I, so they planned for the other programs for which allocations are based on total population. They needed FRL information from St. Hubert to calculate the allocation for Title I.
    1. 75 students enrolled in grades K-5 would have attended Aspen Elementary School if they had not elected to enroll in at St. Hubert.
    2. The principal had data showing 25 of those students as eligible for FRL.
  2. After this data was confirmed, they calculated total number of participating low income children residing in the served area by adding 200+25.

200+25 = Total number of public and private low income students

  1. Then, they had to calculate what percent of the total number of public school students.

89% is the proportionate share of the allocation for the public school. = (200 total public low income) ∕ (225 total public and private low income)

  1. This process was repeated to find the proportionate share for private school students.

11% is the proportionate share of low income students residing in served areas = 25 ∕ 225

  1. Finally, they split the total allocation, which is $118,746, based on the proportionate share.

11% of $118,746 is equal to $13,194

89% of $118,746 is equal to $105,552.

Neither Arbor Prep nor Little Acorns would be eligible for a Title I Part A allocation. Students who may have attended any of the other three schools would not have been eligible for Title I services, so the equitable services provision does not apply.
