The federally required State Workforce Board

The Governor’s Workforce Council (GWC) is Connecticut’s State Workforce Board. Its primary goal is to ensure that Connecticut maintains the most accessible, equitable, aligned and high-quality workforce in the country, ensuring our workforce remains agile to respond to the evolving needs of the 21st century economy.

The GWC is responsible for setting strategy and policy for the state’s Pre-K through retirement workforce pipeline, and to serve as the primary coordinator for businesses, educators, trainers, state agencies, state workforce boards, non-profits, and others. GWC advances a system of governance, collaboration, and alignment among internal and external stakeholders. Through partnerships with public agencies, employers, K-12, postsecondary, and community-based organizations, the Council works to:

  • address workforce skill needs;
  • coordinate workforce policy and programs;
  • measure outcomes;
  • scale best practices; and
  • ensure the overall strategy is reflective of the needs of the different areas of the state.

The GWC includes 55 members from industry, government, K-12, higher education, unions and community-based organizations – all contributing their expertise to build a stronger Connecticut.

The full GWC and each of the GWC’s six subcommittees meet quarterly.  All members of the public are welcome to attend.

The GWC serves as the federally required WIOA State Workforce Board, established by the Governor in accordance with the requirements of WIOA sec. 101. 

Governor’s Workforce Council Committees

The members of the Governor’s Workforce Council – leaders representing business, K12, higher education, community, union and government leaders, are divided into six subcommittees:

  • Systems Alignment
  • Expand Access to Employment
  • Data and Accountability
  • Industry Leadership
  • Education and Career Pathways
  • Sector Training

These subcommittees are tasked with moving the goals of the Strategic Plan forward, to highlight new opportunities for collaboration and to further inform key stakeholders on new policies and promising practices in the field.
