Block Grants

HHS coordinates the development and legislative submission of seven allocation plans for over $165 million in federal block grants pursuant to C.G.S. Section 4-28b. This involves initiating the formal planning process, providing technical assistance to state agencies, coordinating the review and analysis of plans, coordinating submission to the legislature, facilitating legislative approval of the plans, and following up on outstanding comments and questions received at the public hearing.

 

  • Community Mental Health Services Block Grant (CMHSBG) Provides grants to states to implement comprehensive community mental health services to adults with serious mental illness (SMI) and children with serious emotional disturbance (SED). Funds can be used for grants to government entities and non-profit organizations for services to adults with SMI and children with SED and their families.

  • Community Services Block Grant (CSBG) Provides assistance to states and local communities, working through a network of Community Action Agencies for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals to become fully self-sufficient.

  • Low-Income Home Energy Assistance Program (LIHEAP) Designed to help offset home energy costs of Connecticut's lower income households, specifically those households whose annual income falls at or below 60% of the state median income. The Department of Social Services (DSS) and its operational partners at the nine Community Action Agencies (CAAs) will work in conjunction with local governments, private human services providers, energy providers, and the General Assembly’s committees of cognizance to assist Connecticut residents who are Connecticut Energy Assistance Program (CEAP) eligible in maximizing potential energy assistance options. As required by federal law, CEAP energy assistance benefits include the following: 1. Heating Benefits, including both a Basic Benefit and a Crisis Assistance Benefit component; and 2. Rental Assistance Benefits for renters with utility costs included in their rent.

  • Maternal and Child Health Block Grant (MCHBG) Provide quality maternal and child health services for mothers, children, and adolescents, especially those from low-income families. Its goals include reducing infant mortality and the incidence of preventable diseases and disabilities among children, as well as offering treatment and care for children and youth with special health care needs. The MCHBG is a federal/state program aimed at building system capacity to improve the health status of mothers and children.

  • Preventive Health and Health Services Block Grant (PHHSBG) Provide grants to support the reduction of preventable morbidity and mortality, and the improvement of the health status of targeted populations.

  • Social Services Block Grant (SSBG) Funds a variety of social service programs and related training activities aimed at achieving the following goals:
    - Achieving or maintaining economic self-support to prevent, reduce, or eliminate dependency or institutionalization. 
    - Achieving or maintaining self-sufficiency, including reduction or prevention of dependency. 
    - Preventing or remedying neglect, abuse, or exploitation of children and adults unable to protect their own interests, or preserving, rehabilitating, or reuniting families. 
    - Preventing or reducing inappropriate institutional care by providing for community-based care, home care, or other forms of less intensive care. 
    - Securing referral or admission to institutional care when other forms of care are not appropriate or providing services to individuals not in institutions.

  • Substance Use Prevention, Treatment and Recovery Services Block Grant (SUPTRSBG) Provides grants to states to plan, establish, maintain, coordinate, and evaluate alcohol, tobacco, and other drug use prevention, treatment, and recovery services. Funds can be used for alcohol and other drug use prevention and treatment programs, and services for identifiable populations.
